Why perpetual motion is only theoretical is because of loses of energy through friction in moving parts and resistance by air. The object therefore has to keep working against these forces hence slowing down.

In the image displayed above, you have to think about it in the form of a wind turbine/generator where you transform rotary motion in electricity. That means you need a device to convert that motion into electricty i.e Magnetic Induction Coil.

Then you have to also consider you have to stabilize the current before sending it to the batteries meaning you need a transformer as well.

That said, I doubt he is running that entire set up in the boot of his vehicle. It would be quite dangerous.

As the vehicle moves the battery is charged but there are losses due to friction energy converted to heat in the wires.This means that for a given distance for example 100 km the battery will only hold enough charge to run the car for 70km.Not all the kinetic enegy from rotation is converted to electrical energy to store in the battery.With each charging cycle energy is lost progressively reducing the distance covered.
Using the example I started with assuming 30% energy loss.For 100km we will run the car for 70km.From 70km we will obtain 70km*70/100=49km. 49km*70/100=34.3km.By the third cycle the range will have reduced to 34.3km.Its clear to see that the range progressively decreases until the range becomes too small

You are right, it can't be a PMM coz such a thing is only hypothetical.
Why I called it such is because the guy is trying to achieve one.

And FYI, no patent office accepts designs for PMMs.

For example, turning on a light would seem to produce energy; however, it is electrical energy that is converted.
