A standoff is building up at Kisumu Central Police station after an OCS who was transferred 2 weeks ago has vowed to stay put. The station now has two OCSs who are scrambling to attend to clients. Thomas Thembara who was moved to Uasin Gishu County has allegedly refused to leave.
