The new formulae is founded on good logic, the only allocations that are slashed are those of poverty from 18% to 14% and Equal share from 26% to 20%, it retains the share based on land mass at 8% and fiscal responsibility at 2% and replaces the population metric with Urbans Services (5%) Health Services (17%), Agriculture services (10%), other county services (18%) and county roads (4%).
The formulae isnt even a radical shift, it would have been seismic if they had scrapped the poverty factor entirely and replaced it with a productivity factor based on Gross County Product to encourage governors to grow their local economies rather than guarantee them billions on the basis of poverty which infact seems to encourage them to maintain the status quo.
