Constitutionally, re-opening schools in 2020 is a mission impossible. The Education CS Magoha and Madam Nancy have been advised by a section of lawyers to read and understand the constitution.






According to the lawyers, a school calendar is enshrined in a parliamentary act which states that “An academic year for basic education shall start in January and end in November with the last month being a national evaluation month.” Therefore, such a legislation cannot be overwritten by a ministerial directive or taskforce report.

In order to re-open schools this year, CS Magoha need to draft a bill, take it to Parliament and lobby to pass it in order to change the academic calendar. This will only be possible if the national assembly is persuaded and the president assents to it. It will require at least 8 weeks to achieve that. That is equivalent to two months.

The academic year is totally lost and is hard to coerce it into legal adjustment. Any opening of schools can be impossible since we are in the realm of the initial dictates of the act. However, it will be a lengthy procedure changing the academic calendar.

if we extend to January 2021, a quarter of all students from primary to the universities/colleges won't go back.
some will be married off, others will start businesses, others money to go back won't be available, others won't even see the need for education.

the time is now while the rod is still hot. otherwise,

Na Tanzania wanaendelea tu after we called Maghufuli all manner of names, yet he has been vindicated! Right now he is using Kenya as a bad case example of failed leadership!
it's scary that he was right. (makes you wonder what else he's right about looking at our fight with him in recent times)

if he's a good President, i Hope the Tanzanians won't be fooled by "freedoms and Democracy" to Vote him out.

Hehehe an example of failed leadership? He is a dictator who should not point a finger at anyone. Atleast in Kenya lawyers aren't being disbarred for disagreeing with the president, doctors are not being fired for being known opposition supporters. Bloggers being arrested for posting information that is dissenting with the official government views.
