Responsibility is taught not inhaled or acquired, you dont expect them to reflect what they don't have in them.
Children imitate their parents, so let's not act surprised when they have poor value systems, they are only reflecting their family values and society in general.

If the children lived in a remote island then your argument would hold water, but parents aren't the only example they are exposed to.

They consciously choose to be selfish and manipulative, therefore they are responsible for their choices.

I'm glad the law chooses to punish the offender and not their parents.

I beg to differ, parents essentially get a blank slate and the onus is on them to mold and steward that child into a model citizen
If the child is selfish and manipulative, guess who were the test subjects? The parents.
I have heard of homes where a 3 year old controls the TV! What kind of adult would that child turn out to be? (That would be the day the tv flys out of the window )
