There are no elections held for elders to join kiama. People are recruited and inducted. The basis of the kiama is the ituura or community and not clans or subclans.

I fail to see how when they can't even give direction to the youth who are slaves to alcohol. They should first address that and the issue of teenage pregnancies in the region.

I agree completely with your sentiments, the elders role to advise, guide and provide leadership is missing in them, they are only visible during political campaigns, but missing when needed to mould the community.
