Is it possible for one phone number to be shared between two people

Since 2016 I keep getting wrong number phone calls from Wariahs. The frequency is like once every two months. When I pick up and say hello all I hear is " Haye. Sidee tahay. Xagee ku kulmi karnaa si aan qaxwada u helno oo aan uga wada hadalno ganacsiga?" This has got me thinking whether there's anyone else am sharing my phone number with.

It's likely that the number you have belonged to a Wariah and it was Churned, this happens automatically when the line remains inactive for a certain period of time e.g 3 months depending on the network, they release the number from that sim card and assign it to a new sim card and put it up for sale, when you buy the simcard it has the recycled/churned number.

That would be an easy explanation but the number on which i get the wrong number calls has been mine for nearly 20 years, a 722 number.

Same here with waria wrong nos.
Was in Mandera juzi juzi and this is my explanation, don't know if its right.
Ukiwa kule you phone just connects to the strongest network wherever you are if you have set it to roam automatically.
So if you dial an 07 no. instead of a +254 no and you phone is connected to the wrong network the call goes to the wrong country.
But this raises the question why this doesnt happen on the Tz or Ug boarder

A friend died in 2016. I did not delete his number. One day while scrolling through the phonebook I accidentally dialed it and it rang. So safcom must have churned it and resold the line. The guy who currently has it called me and he had no idea who I was, he was in Coast. Maybe your line was being used by a warriah who went overseas and has never returned so safcom recycled it.
 
Juzi nlipigia an old friend, using the number alikuwa amenipea, ikachukuliwa na mwanamke, told her i wanted to talk to the guy akasema hamjui.

Later on nkapata number ya huyo mjamaa from a mutual friend, called him nkamshow his old number iko na mmama flani, told me he lost the number and never replaced it.
