These schools exist for a reason; to fill an existing gap nobody wants to acknowledge. The government cannot afford to provide education to every child and the private sector cannot afford to provide the same if it were forced to fulfill all regulatory requirements. There was a problem of drilling and corruption to give private "academies" better grades that made public schools look bad, not that they were necessarily bad all of them.
