"The proponent, Kenya Railways, proposes to construct a commuter metre-rail at Miritini that is a 2.96 km long, single-track railway with a designed speed of 50 km per hour, a new rail bridge crossing Makupa causeway with a length of 480 meters, a Miritini station complex building, and a steel overpassing Mombasa County," NEMA Director-General Mamo Mamo stated.

To avoid legal battles, NEMA invited Mombasa residents to share their comments regarding the impact of the project and the mitigation measures set to protect them.
According to mitigation factors listed by NEMA, Kenya Railways and the other stakeholders involved in the project will be required to re-plant trees felled during the construction process.
Before it starts, affected families are set to be compensated and relocated. In addition, the government is set to offer them counselling services.
"Have guidance sessions on how to go about relocating and starting life in a new location," NEMA stated.
To protect the culture of the people, the NEMA directed the undertakers of the project to engage community elders to find the best solution for compensation and relocation of graves.
Additionally, the contractors must train local workers to protect them from diseases and other health hazards.
"Monitor and keep worker records such as temperature when coming in and leaving the site," the proposal read in part.
"Adhere to the recommended health measures put in place by the government to control the virus from spreading," it added.
To tame traffic, NEMA directed constructors and suppliers to deliver materials during off-peak hours.

"Limit delivery of construction material to off peak hours between 10 a.m. and 3 p.m. Erection of relevant safety signs at various locations such as trucks turning, speed limit and take shortest time possible," NEMA directed.
The constructors would also be required to harvest rainwater and dispose of materials as directed by the Mombasa County government.
