The way I understand his statement is that their Muslim women will wear hijab in muslim national holidays and non Muslim who have a problem with that they can find another country. He did not false any Muslim or non muslim to wear hijab, but he intentionally made his statement to be vague and can be interpreted in many ways to please his Muslim followers
