I am discussing this from a point of having had the unenviable task of having to fire people.

I once had the unfortunate task of firing 17 employees- a whole department.
Saddest part was that the firing was as a result of gross misconduct by not more than 5 in the department. So 12 were innocent.
Problem was that they refused to snitch on the guilty ones.

I tried reasoning with them. Telling them that if they don't speak the truth in order to protect their colleagues, then they will all be jobless. They thought it is an idle threat coz they couldn't imagine I could fore all of them and close the department for a whole month.
But that is exactly what I did.

Lack of integrity on their part if they are not willing to whistle blow on gross misconduct happening within their department. Silence in such situations makes you complicit in the crime.
