Another one bites thedust

Leadership in the police force is one huge disaster. It is actually a contributory factor to the many ills affecting the force.
Because the leadership are mostly the well connected cool kids out of touch with what the juniors who have no God fathers as the departed put it go though, i know of police offices with law degrees that have served 10 years plus and they are in very junior ranks. It gets depressing real quick.

Promotion on attaining degrees brought a furore when complaints by people posted in hardship areas complained about the inequality brought about by posting, the girls who were in the same platoon as the PCs would join the inspectorate rank and become their senior, due to access to akina kisii university, mku and the likes, where you can get a degree within two years. And religious zealots who were promoted based on funny degrees in Islamic law and Theology.
But I agree with you, some deserving guys were locked out by the 2018 circular, they became the laughing stocks of the police lines, 'uko na degree na tunapangwa sentry duties pamoja' jeers and the likes by vacuous officers. But as they say mtego wa panya huingia waliomo na wasiokuamo.

Hii shida yote ililetwa na Universities kutafuta pesa za haraka. Without those short-cut degrees, only a small fraction would manage to advance their studies, and these would be the most capable and motivated. The same problem replicates in the civil service.
