SENIOR GOVERNMENT OFFICIAL CHARGED FOR ABUSING OFFICE

After comprehensive investigations conducted by the DCI in a case where Pius Chirchir, the Deputy Director of Programmes, Public Policy and President's Priority Initiatives is implicated, the said state officer has been charged for Abuse of office and Attempting to commit a felony at the Makadara Law Courts.

In the classic case of outright violation of code of conduct for state officers, the suspect (Pius Chirchir) demanded a 2% stake (shareholding) from Kentegra Pyrethrum Company Limited to assist the company in bypassing the hurdles brought about by the Pyrethrum Act of 2013 which required farmers to use the electronic Tax Invoice Management System (eTIMS), and also help the company in its case concerning the illegal sale of two (2) tons of Kentegra dried pyrethrum flowers to Pyrethrum Processing Company of Kenya.

The suspect was arraigned on April 16, 2024 charged with the two offences, and was released on a bond of Sh200,000 with one surety of the same amount with an option of Sh100,000 cash bail.

The matter will be mentioned on June 13, 2024 ahead of its hearing set for September 17, 2024 before Court No. 7 of Makadara Law Courts.

STATE House has today FIRED Mr. Pius Chirchir.


The Story


An investor interested in the pyrethrum sector expressed interest in putting up in Kenya.


At that point, @DCI_Kenya investigators say that Pius, who knew about the deal by virtue of his office, approached the investor promising to ensure the law was amended to help him set up.


In return, investigators say he demanded a 2% share of the company.


Consequently, he was arrested and charged.


The case will be heard on June 3rd.

Seeing that he is a young man, he must have witnessed the tactic work elsewhere, hence the confidence to pull such a move. Maybe we should have special courts and prosecutors for economic crimes, where suspects are tried and sentenced in a month or two, so that they never get to experience normal life again. When such a case drags for years, the culprit has the time to look for a way out.

There was this book full of African short stories,:- encounters from Africa.
There was a story where the corrupt officials would gather and would pick a fall guy to divert attention from themselves. The fall guy is usually a newbie or a stingy big person such that public emotions will be whipped to tow the line.
