Any projectile fired from a gun/firearm is called a shot whether it is a live bullet, rubber bullet, tear gas canister, rocket, mortar, shell, cannon ball etc and once it hits you it is declared you have been shot. Even though the tear gas canister is meant to be propelled and then explode and release the gas, if it hits you it will have shot you.
