Not necessarily. When you have larger numbers of people infected, you run the risk of overwhelming the healthcare system. Once you overwhelm the hospitals, you start having bad patient outcomes for anyone that goes to hospital. You could have a road accident, you are taken to hospital but all the ICU beds are occupied by COVID-19 patients.
