I think this is what uhunye has been advocating for when he opposes mwisi wa sugoi from going “direct” to mountain voters hivyo tu fwaa without saying what he will give them in return for their support.
I knew they would arm twist him somehow mpaka akubali matakwa yao which will obviously include amnesty and protection for their loot!

The question still remains what is stopping the government from devolving more funds? That BBi sham had more waste products that outweighed the positives.
You miss my point and the point in Kioni's view. Not that you don't get his point but you just want to raise spurious arguments.

It's asking for a tad too much, but hey!!! It's a negotiation table, counteroffer and the likes would be on the table.
Let's not pretend that this is a nascent arrangement, TNA-URP had the same agreement but they wisely didn't air it to the public/media, the way the novices from Mt Kenya are doing now.
