Justification would be:
-Improved facilities
-Improved curriculum
-Guaranteed employment
-Improved lecturer-student ratio

Without such or something similar, how would you rationalise such?

My guess - Ministry of education has largest budget - at over 600B - If the students are made to pay for their program fully, or at least a large percentage, then the Unis cannot justify demands for resources from exchequer, then Absalom and friends will have more for his adventures.

Education is a social good and that is why governments the world over help as many members of the society as possible to acquire some.

Couldn’t agree with you more. A country that limits educational opportunities to its young people does so at its peril.
Development whether social economic or scientific depends entirely on educational availability.

Biden is at pains this very minute trying to forgive student loans.
Here in UK and actually the whole of Europe, Governments are bending over backwards to encourage young people to advance educationally.

Moi with all his dictatorship expanded education opportunities. Kibaki will be remembered for introducing free education.

Maybe they are going to offer loans for students that they can service once they graduate like they do in America. Shida ni eti most Americans feel burdened by those loans mpaka ilikua imefika mahali Biden wanted to forgive them (student loans) lakini Republicans wakapinga/wakazuia. Sasa mtu atakua anagraduate kama amekazana kulipa hio loan hakuna time ya kukaa chini ukicritisize government.
