Could be that he is not a "compliant" trader.The problem with some of these "tactics" is they do not encourage adherance to the law. Allowing junior officers to break into premises without a warrant encourages "shakedowns" especially because it's done under the cover of darkness.
I don't think how those cops behaved is by the standard police manual. They cannot take that vendor to court for any of the alleged crimes. They would be laughed out of court.
